Would it be possible to be able to clone VarAC so ops can set it up for other call signs/special event callsigns etc like you can with FT8 and JS8 and other modes ?

Yes. you can clone and even run in parallel 2 VarAC from 2 different folder with different configurationd.
But you can use the feature where you call VarAC.exe with a parameter of a settings file. so a Single isntall can be ran in different config files.
