Where does VarAC expect to find Hamlib?
Obviously the program needs to know where rigctld.exe is, but I see no place to tell, nor can I find it in the software.

This is not how rigctld works. Rigctld is a daemon - listening on the network. You are probably confusing with rigctl (without the "d"). When rigctld service runs, it listens on post 4532 (by default) for incoming command. If you want to start the daemon automatically when launching VarAC - you can use the VarAC app-launcher for that . 73s
