Blacklisted? Failure to reconnect with station.
I connect daily with a buddy using VaraC. We have found a condition that is common to both 8.2.0 and 8.4.4 versions.
The sequence is:
WR9R connects to N9CYN
QSYU or QSYD
Disconnect
Wait until both stations have returned to calling freqency
Once this has happened, even though beacons are still being put out and seen. WR9R can no longer PING or CONNECT with N9CYN until both stations have relaunched the VaraC application. Also, WR9R cannot ping or connect to any other station that has been connected to until both are using recently launched applications.
This "feels" like once the sequence has happed, that my station is now rejected (black listed) until the reciever's application is relaunched.
This seems to happen regardless of modem version 4.8.1 or 4.8.3

I was not able to simulate anything like this. And I have no idea what could cause this to happen if indeed your analysis is correct.
I would need to see some logs of the moment where a second connection could not be established.
You did not described in details what is happening to the connected side.. like what happens on screen ? does it connect and then disconnect ? does it show anything on the log?
more details are required to analyze.
