Add Load Canned Messages in SEND VMAIL for both VMAIL and EMAIL

  1. Provides consistency with BROADCAST

  2. Needed for EMCOMM regular practice sessions such as VarAC Wednesday. Reduces the friction to participate in these type activities where standard email formats are used

  3. Useful for creating emails that have repeated information such as a greeting or signature.
