"Broadcast" via VARA for EMCOMM
TLDR: Feature to create a list of station calls and connect to each in turn to deliver the same short message.
Using VarAC HF for EMCOMM we've found that broadcast messages are, not surprisingly, pretty unreliable compared to VARA HF. Typical sequence is net control uses broadcast to ask for check-ins and stations use broadcast to announce their participation. That process is pretty unreliable.
As an alternative, we might have stations individually connect to net control using VARA HF at the start of the net to check in, give their call sign and tactical role. (Not on a calling frequency, obviously).
Net control would assemble a list of the checked in stations. The first use of the feature would be to send the list of stations and brief net instructions to each station in turn using VARA HF.
Typically, individual stations would be instructed to connect directly with each other as tactical needs required. Net control might periodically use the feature to make announcements of interest to all stations.
The idea would be to eliminate confusion from potentially missed broadcast messages. It would be great if there was an accessible audit log of each message, and the stations to which each message was delivered, with the ability to attempt a resend to stations where the connection failed.
At some point the amount of traffic would saturate the frequency, but it's probably viable for a typical net where there are less than ten stations involved at any one time.
