Frequency Scanner

This is a GREAT addition, thanks. ND1J and I did a good bit of testing this morning. Think we found a bug here.

`1. The <Frequency Scheduler> Button does not enable the Frequency Scanner UNLESS there is at least one entry in the numbered slots on the Frequency Scheduler side of the editor window!

a. If there is NO entry for Freq Scheduler, the only way to start Frequency Scanner is to set the “Startup Mode” to “SCANNER” and to restart VarAC. However, be aware that if you use this method, that if Freq Scanner is turned off, you must Restart VarAC again to re-enable the scanner.

b. If there is at least one Z time and any appropriate frequency (e.g 16:00 7.105.000) in the Frequency Scheduler slot #1, then the <Frequency Scheduler> Button does enable the Frequency Scanner as expected. The button click cycles properly from <FREQ SCHEDULE OFF> gray to <FREQ SCHEDULE ON> green to <FREQ SCANNER ON> green back to  <FREQ SCHEDULE OFF> gray.

2. If there is NO entry for Freq Scheduler after a start or restart, and you use the <FREQ SCANNER ON> green button to cycle back to  <FREQ SCHEDULE OFF> gray, you must restart VarAC ro enable or re-enable Scanner.

Thank you Irad. v15.1.8 tests fine with squashed bug!

We ran a BBS exercise here in US a few days ago and had to have everyone add a single fake freq schedule. Will be running another soon and this fix will really help our less-experienced stations. A common error was to only click the FREQ SCHEDULER button once when they wanted FREQ SCANNER. Now If there is is no frequency in the scheduler, the button simply goes to SCANNER. We thought we'd have to ask for the FREQ SCHEDULER button to be a different color, but that is no longer needed.

Good fix!
