I've gotten this a few times from users while acting as an email gateway. What is this and how does one implement this?

Nothing you as the Op need to do, this is VarAC inner workings to check that the QSY has worked. Some stations do not use CAT control and can not follow a QSY, so VarAC just needs to check that the QSY was indeed accomplished.
