Just a note here, .Net is available for Linux now (search for .Net on Linux) I am not sure if VarAC has any special requirements on windows (I am not familiar at all with programming in C# or .Net), but I would be super excited to see if this can be explored. VARA HF works fine running under WINE, and being able to not have to have a windows system would be a big plus.
It is possible to target Linux with C#. However, I'm not sure what sort of GUI capabilities there would be that would be portable -- I'm not a Windows developer. It would take a commitment to make your app cross-platform. Many others have. I think you're just afraid of losing your intellectual property, because Linux community is founded around open-source, and mostly around GPL. And you don't want to share your source code, so all builds generated, for all types of distros (x86, arm, etc.) would need to be built by you. And that's a big responsibility. I think that we need to come up with an open-source form of the VARA modem, etc. As it turns out, the Ham community is also pretty much about open-source and open designs, and a proprietary scheme like this is antithetical to our whole culture, though we use it.
C# console applications (no Graphical UI) can be compiled to run on Linux natively. It is not the same for Win-Forms applications. they can't. WINE is your only option.
VARA is the first obstacle to overcome. There are no plans to port VARA to Linux based on my knowledge. 73s.

No. VarAC is a C# application and as such it requires a "mediator" such as WINE / VM.
