I've confirmed I'm also experiencing the same issue as @hb9brj in regards to the "narrator" exception. I can see the error via event viewer:

Via "Settings->Apperance & Sounds" I can see several "Narrate" options selected:
When I deselect all narrate options, I can now successfully perform Beacon and CQ without the application crashing.
However if I attempt to select / re-enable any of the "Narrate" options the application crashes immediate on the settings screen.
I've never enabled or used "narrate" options before, so not sure why its enabled now / impacting me now. But at least its fixed and working.
