To my best knowledge no cat controller like Omnirig, HamLib, Flrig or even CAT in VarAC is able to calculate with a given frequency. But this is needed if the final frequency is produced by a mixer or transverter like with you FT-991A. I run into the same issue with IC-9700 and Kuhne up/downlink equipment.
So I wrote a batch for windows, doing the calculation and transfering the result via CAT to the transceiver. An additional batch is doing the SLOT calculation for QSY in CQ Calls, but needs manual input for the slot number.
These batches should be easy to adapt to your needs, you will find my email in qrz.com if you like to contact me out of this forum and I could send you those batch files.
But they are for windows, not for Linux/pi/Mac! Maybe you could still use the structure.
If someone has similar experiences I would like to exchange.
