I think I am getting a similar issue, but my .NET message does this without any other notification. My sysinfo is Windows 10 Pro build 19044, .NET Framework 4.8 with 3.0. The only option is to click the X and the program never loads. My .ini file matches my Win11 Pro system that is working without any issue. Below is a look at my event that shows the VarAC error. I also punched a hole in my firewall on the machine to see if that would allow it to continue.
