Have the same problem. VarAC and FT-991A can only run with FLRig from version v7.1.7 to v8.2.0. Until version v7.1.4 no problems with Win10. Swapping the "VarAC_cat_commands.ini" does not bring success. JS8call, WSJT and several other SW work without problems. Reinstallation of drivers and SW without success.
