Hello, I don't have antennas at my house because the city doesn't allow them. Can I use VacAC via my local SDR and make contacts?

Your question is very ambiguous. The kink you sent it to a Receiver only, so therefore you can not make contacts.
It would be very helpful if you could provide more info.
